Now that you've created a set, you can create various Actions within that set. In this case, I will end up creating two Actions -- one to resize vertical images and one to resize horizontal images.
To start the first Action, chose "New Action" from the drop-down menu, and give the Action a relevant name. Here, I have chosen "resize horizontal". Now press the Record button.
